I was not supposed to speak of it to you so soon, but since you asked directly, I would be remiss not to mention the eleventh district of Magisteria, the Undercity. It is there where the supernatural beings of Magisteria reside, there where our city's laws hold no sway, and where these criminal organizations' members can escape and form new connections.
