[Malik does get out and about in the Entertainment District and knows the lay of the land in High Rise Village, but he and Ava have sort of swag gigs for what they do. The city's lifestyle expectations, because of its age and special nature, exert a pull on everything from the fish to the butterflies to the art installations to all the Gender and robotics/AI which makes them behave strangely. Perhaps that's what the Otherworlders are here to help with: unraveling the mysteries of what makes life in Magisteria so Extra. And Otherworlders can perhaps benefit from exposure to all this, too. The government of so important a city-state... well, these outer districts skew a bit younger and the youth are a little divided. Your guide talked a big game about her trust in the government.
